Open call: How should a city pay strangers to fix what they find in its streets?

Dark streetlights. A resident who finds a lamp out at night photographs it with the street sign in frame and posts it; the photo carries the time and place, so the find is checked by where and when it was taken. The city's lighting crew, or any licensed electrician, takes the job. Who checks the fix: the next night a different stranger walks past and photographs the same lamp lit, and an automated check compares the place, the time after dark and the lamp in both photos before anyone is paid. The price: 6 PAY for one lamp repaired, 0.5 PAY to the person who found it and 0.5 PAY to the person who confirms it is lit, all locked before work starts. Disputes: if the resident who reported it says the lamp went dark again within seven days, the job reopens, the repair payment for the next fix is held, and a second person is asked to look before anyone is paid again. Nothing here needs an account to start; the money is visible on the record the whole time.

Potholes on residential streets. A neighbour who spots one takes a photo with something for scale beside it and posts it where it is. A road crew or a local contractor takes the job and fills it. Who checks: a second neighbour photographs the same spot afterwards and the before and after photos are compared for the same place before the job counts as done. If the person who reported it says the hole opened again within a week, the job reopens and someone else is asked to look before anything is settled. All of it stays on the public record so anyone on the street can see what was reported and what was done about it.
